The Treaty establishing the Association of Gaming Regulators in Africa outlines the Mandate of the Association as follows:
1. To promote cooperation and mutual assistance among Member States in the regulation of gambling activities.
2. To foster the development and harmonization of gambling laws, regulations, and technical standards across Member States to ensure consistency, fairness, and transparency in the sector.
3. To facilitate the exchange of information, research, and best practices among Member States to address common challenges and emerging trends in the gambling industry.
4. To promote responsible gaming in order to safeguard the welfare of consumers, with particular attention to minors and other vulnerable populations.
5. To prevent and combat illegal gambling through coordinated enforcement strategies and policy collaboration among Member States.
6. To detect, prevent, and combat money laundering, terrorism financing, and other financial crimes associated with gambling.
7. To uphold the integrity of sports by developing and implementing measures to prevent, detect and respond to match-fixing, manipulation of sports competitions, and betting-related corruption.
8. To promote peaceful and amicable resolution of disputes involving gambling regulators, licensed operators, and consumers.
9. To represent and advocate for the collective interests of Member States in regional and international forums.
10. To promote access to prevention, treatment and rehabilitation services for individuals affected by gambling-related harm.
11. To promote regulatory excellence, innovation and social responsibility in the gambling industry through recognition programs and awards mechanisms.
12. To support the testing, certification, and approval of gambling products, systems, and technologies.
13. To promote the establishment of a centralized monitoring and data integration system.
14. To uphold high standards of data protection, privacy, and cybersecurity.
15. To promote responsible advertising and marketing of gambling services.
16. To undertake any additional responsibilities as may be delegated by the General Assembly.
In pursuit of its Mandate, the Association shall perform the following functions:
1. To design and implement joint programs and initiatives that enhance regulatory cooperation and mutual assistance among Member States.
2. To develop, review, and harmonize gambling standards and regulatory frameworks across Member States to ensure consistency, fairness, and transparency.
3. To establish mechanisms and collaborative frameworks for the regular exchange of information, research findings, and best practices among Member States.
4. To develop and implement policies and initiatives that promote responsible gambling and safeguard minors and other vulnerable populations from gambling-related harm.
5. To establish and implement joint enforcement mechanisms and cross-border cooperation strategies for the detection, prevention, and suppression of illegal gambling across Member States.
6. To formulate and enforce regulatory measures, monitoring systems, and collaborative mechanisms for the prevention, detection, and sanctioning of match-fixing, manipulation of sports competitions, and betting-related corruption.
7. To establish and implement mechanisms for the peaceful and amicable resolution of disputes involving gambling regulators, licensed operators, and consumers, including mediation, arbitration, and other alternative dispute resolution methods.
8. To participate in regional and international forums on behalf of Member States and advocate for policies and decisions that advance shared regulatory and industry interests.
9. To support the development and implementation of policies, programs, and frameworks that enhance access to prevention, treatment, and rehabilitation services for individuals affected by gambling-related harm across Member States.
10. To design and administer recognition programs that celebrate regulatory excellence, innovation, integrity, and social responsibility.
11. To establish and operate testing and certification mechanisms for gambling products, systems, and technologies.
12. To develop and maintain a central monitoring and data integration system to enhance regulatory oversight and transparency.
13. To develop and support regulatory frameworks that uphold high standards of data protection, privacy, and cybersecurity.
14. To develop standards and codes of practice for responsible advertising and marketing of gambling services.
15. To undertake any other function that may be delegated by the General Assembly.
